Participatory budget. Sounds challenging. And yet, behind this rather technical term hides a simple and powerful idea: allowing residents to propose, support and choose concrete projects to improve their neighbourhood. In 2019, Lausanne launched the very first initiative of its kind in Switzerland.
Now just imagine the scale of the task: making a whole city want to go from “what on earth is this?” to “wait, I can actually help transform my neighbourhood with money from my city ?”. Our mission: to bring residents on board with this new concept, from its launch to the budget award ceremonies, including the creation of the platform, the support of participants, citizen mobilisation and the different voting phases.

We had to take the bull by the horns: turn administrative codes upside down, put the people of Lausanne back at the centre, at the source, give them the role of heroes and heroines of the project, and affirm their power to take action in their own neighbourhood. We needed to invent a language of its own, one that could surprise, spark curiosity and make participation feel playful and easy.

That’s how our communication concept was born. Inspired by board games and simulation games, with their miniature worlds and endless possibilities, we worked with illustrator Minji Moon to create a tailor-made universe designed to evolve over time and live across many different formats.
